I think this is a bad idea. It's already tough to get people to shop, eat and check out entertainment downtown because parking is such a hassle. If you move parking out of the core and expect people to walk to reach their destinations, they'll be even less likely to visit the downtown area. And what about people who physically can't walk? There would be accessibility issues for sure. Making some areas of the downtown car-free/parking-free might be an option but moving all parking away from the core definitely isn't viable.
