This is an awesome idea. I recently thought about this and was wondering if it has been proposed. I was looking at a map and there are other railways through the city. Why does CN still need to use those tracks? I posted an idea on obvious traffic issues. The trains backs all the traffic up in the grid which then takes a while to disperse. This results in accurate LTC bus schedules id imagine and one of the reasons people are complaining about that on here. I drive and ride the bus and I am getting def up with that downtown train.

I was thinking of an expressway however transit would be good too. The right of way might be wide enough to have an expressway running east to west, tied into the 401 and 402 ultimately. Then we would be like the rest of the normal cities on the 401 corridor where you can access mutliple areas from the highway. Windsor, GTA, Kingston and smaller.
